Baileo is one of the oldest environmental organisations in Maluku Province. It was established in 1988 as a collaboration that aims to ensure that the rights of traditional fishing communities are well addressed and protected. Working with customary law, Baileo supports community groups to secure their customary rights. Baileo works to facilitate integration of indigenous conservation regulations — known as sasi — into the region’s legal framework.

Blue Ventures has developed strong working relationships with Baileo since 2019. The partnership focussed on reviving and strengthening the institutions and improving coastal governance and resource management in Nusalaut Islands, Central Maluku, and Pulau Grogos, East Seram.

Initially, BAILEO only works in one customary village, but now they are working in seven customary villages (the entire island of Nusa Laut), allowing them to try to develop a model of natural resources management on Island level. Their next dream is to scale up the model to the neighboring adjacent islands. Baileo also began to implement health-environment approach by addressing health issues in coastal communities in Pulau Grogos, East Seram.
