The JAPESDA Association was founded in 2001 by educated and critical individuals who consciously chose the path to devote themselves voluntarily to the environment and marginalized communities. Japesda has been active in advocating for human rights and gender equality, natural resource management, natural resource exploitation investigations, and education since its inception. On February 28, 2007 with establishment deed number 081 of 2007, Japesda members agreed to change the organizational form from a network to an association to maximize their working capacity and expand their network.

Since the beginning of 2020, Blue Ventures and Japesda has been working together to assist the Uwedikan community in Banggai on their journey to start managing their octopus fisheries. The Japesda team have shown octopus fishers in the village how important it is to collect data and record their octopus catches.

Japesda is working with the fishing communities in Uwedikan, Banggai, to conduct participatory octopus fisheries monitoring since the beginning of 2020. Taking a participatory approach to fisheries monitoring can provide fishers with meaningful opportunities to understand and lead their own fisheries management efforts. In 2021, Japesda will also assist communities in Tatalako, Tojo Una-una, and Papayato, Pohuwato.
